TUN mode is not working

An imported VLESS/Reality server works correctly through INCY's local SOCKS5 proxy, but TUN mode does not pass any system traffic.

The server is reachable directly:

Test-NetConnection 104.239.100.55 -Port 443
TcpTestSucceeded: True

SOCKS5 on 127.0.0.1:10808 also works: curl through SOCKS5 reaches Instagram and returns HTTP 200 OK.

In TUN mode, INCY reports Connected and creates the wwan99 adapter with routes 0.0.0.0/1 and 128.0.0.0/1. The bypass route to the VLESS server is installed through the normal Wi-Fi gateway. However, all system TCP traffic times out, including:

The issue is not related to system proxy, IPv6, or routing profiles - enabled or disabled during testing, with the same result. DNS interception and Fake DNS were also tested both enabled and disabled.

The same server had the same TUN problem in older INCY versions and in HAPP app on this computer. However, the server works on another computer in another city using HAPP and also works over mobile networks. It also works on this computer via Higgify, but it doesn't support DIRECT/PROXY routing rules. Other subscription servers (server pack, not vless) previously worked in INCY with TUN mode on this computer, including routing rules with DIRECT/PROXY.
